The planning use class system (along with permitted development rights) allows the change of use of buildings without the need for planning permission.

The Coalition Government introduced a range of new change of use permitted development rights at the end of the last Parliament. There have been calls for reforms to the use class system amid concerns about alleged proliferation of charity shops, hot food takeaways and loss of local pubs. A Parliamentary Briefing paper has just been published in respect of these perceived issues
