Minimum Unit Pricing (Wales)

Yesterday we provided an update on the introduction of Minimum Unit Pricing (MUP) in Scotland.

Also this week the process of introducing MUP in Wales took another step forward.

On 13th March the Welsh Assembly voted in favour of a  motion to approve a  financial resolution in respect of the Public Health (Minimum Price for Alcohol) (Wales) Bill which, if enacted, will pave the way for MUP in Wales.  Although a technical step, the motion was passed by a large majority of the Assembly members and signifies the end of the first stage of the legislative process (of which there are four).

This vote followed the publication of the Health, Social Care and Sport Committee’s report earlier this month on the proposed bill.  While supporting the general principles of the Public Health (Minimum Price for Alcohol) (Wales) Bill, the Health, Social Care and Sport Committee reported concerned that higher alcohol prices may have a negative impact on dependent drinkers, and could push some drinkers towards other, more harmful substances following evidence received during their enquiries.

It is likely that the Welsh Assembly will look to Scotland and their programme of MUP which is due to commence on 1st May for evidence of negative or unintended consequences.

We shall keep you updated.
