Glasgow | 1 am pilot scheme made permanent

Over the past year, the Glasgow Licensing Board has been conducting a pilot scheme allowing ‘on sale’ premises within the designated city centre area to extend their terminal hour from midnight to 1 am.  54 premises took part in the pilot.

At their Licensing Board meeting on Friday 9th May 2025, the Glasgow Licensing Board determined to extend the recent pilot scheme for ‘on sale’ Premises in the City Centre under the following terms:

  • All premises which were initially granted a terminal licensed hour of 1am as part of the pilot shall continue with existing conditions, revised to remove the words “for a 12-month period” and compliance with the 1am criteria detailed within the policy statement. [54 premises]
  • Applications for major variations in respect of City Centre on sales Premises wishing to apply for a terminal hour of 1am will be considered on its own individual merits.

Each application will continue to be considered on its merits meaning that the Board will retain their discretion to refuse applications where it is necessary for the promotion of the Licensing Objectives, however the 1 am terminal hour will now reflect current Board policy.

This extension brings Glasgow in line with Edinburgh and follows a similar Glasgow pilot trialling a 4 am terminal hour for ‘nightclubs’, which was also been made permanent at an earlier meeting.

At a time when the whole hospitality economy is facing several headwinds, it is hoped the move will boost the city's late-night economy in Glasgow.
