1. HMG finally publish most of the outstanding regulations for reform

These include the detailed requirements for the applications, the format of plans, a requirement for public notice of all applications for new premises licences outside transition and all variations both on the premises and in the local press and a relaxation on who might certify the likeness of the necessary two photographs to accompany a personal licence application.

All the documentation tabled reconfirms that the First Appointed Date will be 7 February 2005 (and therefore no delay) and that the Second Appointed Date is still anticipated to be November 2005 but yet to be confirmed. We would remind you that as the First Appointed Date is 7 February, the cut off date for all re-licence applications under transition is 6 August 2005.

Personal Licences under Transition - the form of application is now available. This has to be signed by the applicant himself and there is now a separate form (which requires completion) being a Disclosure of Convictions and Declaration, again prescribed.

The application for a Personal Licence under Transition shall be accompanied by the prescribed fee, the Justices Licence or a certified copy and two photographs, one of which must be certified. The requirements for certification have been relaxed and now include someone with a professional qualification, a person of standing within the community and a Solicitor! The precise requirements for photographs are annexed hereto along with (for those instructing us on reform) a form to accompany the photographs when they are sent in, to minimise any risk of loss.
